The answer my friends is blowing in the wind.
Seriously, it depends on the continuity as DC has changed history so many times it is hard to count.

how many angels dance on the head of a pin?
seeing as Bats has been in Comics etc since 1939, and JL has been around since the 60’s there is simply too much data to sort through, let alone the number of ret-cons/reboots that have occurred in that time to keep him modern
There was an episode of Batman Beyond, and another of Justice League (w/ only the 7 heroes) that use lines to the effect of “I’m not what you’d call ” in JL, Bruce/Bats used the line w/ the caveat, “But I’ll help if you need me.” and in BB Terry says something similar, to which Superman says/thinks “You’re more like Bruce than you’ll admit.”
In my 30 plus years of reading comics, I don’t believe Batman has ever been kicked out of the JLA. Whether it has been to start another team, or to concentrate on protecting Gotham, he has always left the team before they had a chance to kick him out.
He has been kicked out, left, removed, and dead.
he has also always been a member
Depends on the writer, the story, the series, the retcon, and which Earth you are talking about.

Ya nated is right, its like asking which version of wolverines history is the correct one lol. but it’s been more than a few times for sure. the most prominent one being when he left to form the outsiders id say though
In JLA: Tower of Babel, Batman left the Justice League after it was revealed that Batman had been keeping records of weaknesses and plans to defeat his super-powered allies.
