The simple answer is that he doesn’t like spending too much time away from Gotham. Batman’s “War on Crime” is on the Gotham battlefield.
One last thing, according to Tim Drake, Batman needs a Robin. This is to keep him from making rash impulsive descisions. If he believes that his carelessness would cost the life of his partner, he will take his time before he acts in a dangerous situation.
Robin is not just to keep him company.
In Batman beyond he had issues to do with the death of the joker I guess, plus the world had changed and he was old, he couldn’t be a great a crime fighter anymore. In Justice League it’s part of his chracter to work alone, this could be because he works better alone and his methods are better suited alone, but maybe subconciously it was because he couldn’t stand to be around heroes more powerful then him and he felt incignificant.
Batman IS a loner. He never worked very well with any of his Robins & Batgirls, all of them left him on bad terms claiming he was an unbearable @$$hole & impossible to work with. He also has this deep fear of becoming attached to people who are at high risk of dying on him. Then there’s the fact that he’s dated a few villainesses who repeatedly stab him in the back.
