He was created around the seventies to be a Temporal replacement for the Green lantern of Earth , Hal Jordan.
Later he was chosen to become a Green Lantern on his own, but not in Earth sector. His popularity was irregular and tends to appear and dissaperar in the comics of Green Lantern.
He was a support character until he was chosen to become the Green lantern of the Justice League Animated series.

i went to six flags the other day and saw the most awsome tshirt ever. it had the green lanter standidng in the front. Hes my favorite hero. i need help trying to find the image on that shirt cuz i want to draw it.
